Dr. Eng. Martin Kalibbala is a Ugandan water and sanitation engineer with over 22 years of experience spanning engineering design, construction supervision, and utility leadership. He currently serves as Senior Manager, Performance Management and Staff Development at Kampala Water (NWSC), having previously led asset management and capacity development initiatives. A PhD holder from Saitama University, Japan, he brings 17 years of donor relations and project experience across entities like GIZ, USAID, UN-HABITAT, IWA, and UNMISS, alongside 15 years advancing technical and vocational skills development. He chairs the External Relations Committee of the Federation of African Engineering Organizations (FAEO) and serves as UIPE Vice President, combining engineering rigor with proven capacity-building acumen and institutional leadership across Africa.
